The content on this website is arranged in a hierarchical manner, where the top level menu is always displayed in the panel on the left hand side of the screen. Further levels of hierarchy expand out as required, as shown in the figure opposite. The current position within each level is either indicated by a background or foreground colour change.

When at the lowest level of hierarchy, the content is arranged as a set of linked pages. To navigate within each set, you can click on the page titles that are contained within the banner to go to a specific page, or use the right arrow to go to the next page in the set.

'Breadcrumbs', in the form of a text string, appear just below the title banner. They allow you to keep track of where you are in the website, and you can click on the text within the breadcrumbs to navigate back up to higher levels.

When read out by a screen reader, an opportunity is first offered to use skipto links to reach either the main content of the page or the main hierarchical menu. If the skipto links are not followed, then the presentation continues with the section heading and links to other pages within the current section (with a next page link given first). After these comes the main text content of the page followed by any images and tables. Images are fully supported with alt tags and longdesc links where sensible (and all longdesc pages return to their calling page). Links to pages within the same section are then given (again with a next page link presented first). Finally the main hierarchical menu and footer links are presented.
